Abstract: With the rapid development of unmanned technology, the pattern of manned unmanned and ship aircraft coordination is gradually implemented in sea combat domain.Evaluating the effectiveness of equipment has become one of the important topics. From the view of confrontation in sea combat domain, this paper describes the key factors which influenced on unmanned aerial vehicle (UAV) efficiency, and a comprehensive operational effectiveness evaluation index system is established. This paper improves and optimizes ADC modelby considering the effects of dynamic factors such as human factor and battlefield environment factoron UAV maritime operations.According to the characteristics of three level index which belonged to operational capability, they are quantified or normalized, and the operational capability matrix (C) is built. The analytic hierarchy process (AHP) is used to determine the weights of index at each level, and the values of the qualitative indicators are determined based on the maritime UAV combat practice and usual training data, combined with the expert scoring method. The usability, objectivity, and rigor of the improved and optimized ADC model are verified by examples, which provide methodological reference for the subsequent assessment of the effectiveness of maritime combat equipment.
